15TH ANNUAL STUDENT LEGISLATIVE CONFERENCE

FEBRUARY 19 - 22, 2000 (note date change)

JUNEAU, ALASKA

The United Students of UAS-Juneau invites all UA student

leaders and alumni leaders to the 15th Annual Student

Legislative Conference February 19-22, 2000 in Juneau.

This year, the conference follows the February 16-18,

2000 Board of Regents meeting, also being held in Juneau.

This conference provides an opportunity for students

and alumni leaders to get together to visit with legislators

and support the university. The conference usually

includes a variety of activities such as workshops

and panel discussions with legislators and others,

an alumni reception, a Coalition sponsored lunch with

the House and Senate Finance Committee, and group visits

with key legislators. At some point during the

conference, student leaders generally hold a press

conference and when his schedule permits, meet with

the governor.

Please join us in Juneau for the regents meeting if you

can make it, but most especially for the conference.

Adopt A Legislator Program:

The Associated Students of the University of Alaska Fairbanks are

launching the "Adopt A Legislator" Program. Anyone who wishes to

participate in welcome.

The program involves participants who are willing to contacting their

adopted legislator once a week, through e-mails, letters or phone

calls. We are hoping to get at least one person per legislator. If you

are interested in participating, please contact Joseph Hardenbrook at

fsjgh1@uaf.edu or at 474-6036. Please have your address or legislative

district information handy. If you have any contacts with other

legislators, please let me know.

This program will kick off this week with a letter writing campaign. I

will prepare a draft letter and some talking points for anyone

interested.

The UA Is Good Business Campaign

The UA Is Good Business Campaign is an opportunity for local businesses

to

show their support of the UA Budget. The Associated Students will

develop

and run ads for local businesses who have stated their support for the U

of A. These ads will also be taken down to Juneau as lobbying tools.

We have several businesses interested in participating, and are hoping

to

have our first ads running in two weeks. If you know of any university

supporters who would be interested in running an ad, please have them

contact Joseph Hardenbrook at 474-6036 or at fsjgh1@uaf.edu.

Community Outreach

President Hamilton has called for all university supporters to make the

UA Budget a statewide issue. Hamilton asked that we talk about the UA at

social clubs, athletic gatherings, business settings, etc.

If you would like a student leader to attend a meeting, please contact

Joseph Hardenbrook at 474-6036 or at fsjgh1@uaf.edu. Our students are

always eager to share some of their experiences at the university, and

their enthusiasm for the future of our school and state.

If you have suggestions or ideas about how we as University Allies can be

more effective advocates for the university, please contact me. It is

my hope that we can all work together to achieve full funding for the U of

A and help make our state an even better place to live.

Subj: Retiree Benefits

At the February 17, 1999 meeting, the University Assembly approved the

following motion. I request that the motion be placed on the agenda of

the next System Governance Council meeting.

The UAA Assembly realizes that any benefits proposal will have to be

Approved by Statewide Administration, and will require modifications to Board of

Regents' Policy and Regulations, if approved. It should be noted that

Emeritus faculty have educational benefits (Regulation 04.09.03), and so do

Alaska residents over 60 years of age (Page 26 of the 1998-1999 UAA catalog).

Proposed Policy

Retired Employee Educational Benefits

All retired employees of UA who have retired under TRS, PERS or ORP, and who have worked for UA on a full-time or part-time basis for a minimum of 15 years

are permitted a tuition waiver for undergraduate and graduate credit

courses only. This waiver would be for a maximum of six credits per semester, on

a space available basis. Tuition is not waived for non-credit, CEU, or

self-support courses. The retiree must pay all additional course fees.

5. Old Business

5.1 Education benefits for retirees

One concern was a definition of retirement status. What does space

available basis mean and who is going to monitor that? Is the

benefit retroactive to those who have already retired? Does

this mean retirement just from the U of Alaska or from any

PERS/TERS employer? Does this require continuous or cumulative

service for fifteen years? It should be cumulative service,

not continuous.

Re: Retirement educational benefit

Enclosed is an April 14, 1999 motion from the Staff Alliance

endorsing a motion from UAA to establish tuition waivers for

retirees.

The delay in getting this motion to you is because of

concerns expressed about the timeliness of this motion

given the situtation in the legislature at the time the

motion was passed.

Now that the conference committee has completed its work

on the university budget, I am forwarding the motion on

behalf of the Staff Alliance chair who is on vacation

and unable to forward it herself.
