2. Chairs Report
Joe Blanchard reported that he would be stepping down to accept a position as aide to newly-elected state representative Scott Kawasaki.
3. Adopt Agenda

President Hamilton was very appreciative of the role the Faculty Alliance had taken on the student success issue.
5. Approve Governance Regulation – Final Revisions

“The System Governance Council moves to approve the draft governance regulation approved by the president on August 31. This action is effective November 10, 2006.”
The motion and regulation draft will be transmitted to President Hamilton for his action.
6. Elect Chair
Nominations were opened. William Andrews nominated Sven Gilkey. Nominations were closed and Gilkey was elected by acclimation.

8. Election
Results
The Council briefly discussed the results of the state general elections and impacts on the University budget.
9. Student Success
Shirish Patil said there was tremendous national interest in K-12 and university partnerships. On October 18, the Faculty Alliance spent an entire day with President Hamilton and Vice President Craig Dorman brainstorming what is going on at each of the MAUs in this regard. Faculty experts Jo Devine-Acres, Sarah Kirk and Pete Pinney, as well as Staff Alliance Chair Jeff Stepp were invited to join the retreat because the Staff Alliance has also made student success one of its priorities. The group discussed bridge programs and specifically targeting English and Math and how we can change that in partnership with the high schools around the state. The group also looked at needs-based financial aid for part time as well as full time students and is look at the university environment and good advising and resources that go along with that. After the retreat, Patil attended the Systemwide Academic Council meeting and was asked to work with Dave Veazey to develop a strategic plan that will go to system and campus governance and administration for review. The university budget targets a specific amount of money for student success. Faculty strongly feel that the fiscal resources should go to the MAUs. Discussions will commence with K-12 soon on several levels. Everyone was encouraged to initiate discussions on their campuses. The Board of Regents is especially supportive of student success efforts.

Governance Reports
10.1 Faculty
The Faculty Alliance meets next
week. The
Patil is also on a search committee to recruit a new Vice President for Academic Affairs. The search committee met this morning, will meet at least one more time. It is intended that the search work be done and for campus visits in late January or early February.
10.2 Staff
The Staff Alliance has a new UAS member in Rita Fuller, newly-elected UAS Staff Council president, and Heather Swanson, newly-elected vice president. Step encouraged everyone to look at all the student success information on the Faculty Alliance web site. He said it was important that students make this a priority on their campuses and is willing to talk to anyone and share resources.
The Staff Alliance is working hard on staff training and development and encouraged that Ann Sakumoto has been hired to head that up
10.3 Coalition
of Student Leaders
William Andrews reported that his is stepping down from his position as President of the United Students of UAS-Juneau Campus to accept a position of intern with the Alaska State Legislature. USUAS-JC Vice President Lindsey Forrest will become president. Andrews was invited to be a participant on the guaranteed tuition task force along with student regent Jake Gondek and will be communicating the outcomes. The Coalition discussed legislative program this session and will be constantly reminding the legislature that students are the state’s best natural resource and will use the pipeline theme in its campaign with the university being the pipeline.
10.4 Alumni
Associations
Pat made an alumni report, referencing the report distributed by Stacey Marsh and noted with pleasure the revival of the UAA Alumni Association.
11. Local
Governance Reports
11.1 UAA
UAA has a new provost, Mike
Driscoll, a new science facility coming on line in 2009, and the ANSEP building
has recently opened. The UAA human
resources director is leaving but a replacement announcement will be coming
soon. The UAA Assembly met about the legislative situation. The
11.2 UAF
The UAF Governance Coordinating Committee put on a gubernatorial forum. Candidates Halcro and Knowles attended but Candidate Palin chose not to attend. There was lots of absentee voting on campus. ASUAF passed resolution endorsing the establishment of a $1 million endowment for needs-based financial aid. Gilkey pitched it to the regents November 1.
Patil said UAF Faculty Senate discussing plus-minus grading that the faculty voted on last year; how can that be implemented and impacts on students and financial aid. A request for a BA in emergency management is going to regents in December. Roe Bailey is new vice chancellor for administration. The document imaging project went live couple campuses.
11.3 UAS
Chuck Craig said the UAS Faculty Senate is discussing Banner placement module, common testing instruments and scoring across the system and is talking about only applying the guaranteed tuition to those students with declared majors. The Senate is also interfacing with K12 and working on its 2009 accreditation review institutional studies.

12. Comments
The KRC Student Union had a recent Halloween party on campus and is in the process of ratifying student union constitution.
Jeff Stepp said he appreciates groups such as the Council that include faculty, staff, students and alumni; thinks the pipeline idea is brilliant.
